It's too slow. There are tons of more amazing abilities in the series. Some abilities could end you in a few seconds, 10% every 10 seconds is too slow. Furthermore, if the opponent is stronger then the ability is completely useless since the owner would be getting the most hits during the exchange.

I think thats one of the coolest things about Garou. He gets his ass handed to him early on. Even tank top gave him heat. But all these close calls led to him being on top.
